The Parliamentary Management Institute of Nigeria (PMIN) is a corporate body under the supervision of the National Institute for Legislative and Democratic Studies (NILDS) and the National Assembly, in line with its mandate for the capacity building of the Legislatures in Nigeria and the West African Sub-region. PMIN is similar to what is obtainable in other professional bodies such as the Institute of Chartered Accountants of Nigeria (ICAN), Chartered Institute of Personnel Management (CIPM), Chartered Institute of Bankers (CIBN), etc. PMIN is an affiliate of the National Institute for Legislative and Democratic Studies.

There are two routes to being a member of PMIN, namely:-

Direct registration of professionals with relevant qualifications and cognate working experience; and
Through the Institute Professional Examinations.

Direct Registration of Practitioners:-
This shall be opened to all Management Staff in all Legislative Arms of Governments in Nigeria with the following qualifications:-

First Degree or its equivalent from a recognized Institution.

Must have fifteen (15) years cognate experience in Management /Administration, five (5) of which must have been acquired in Parliamentary Management or related legislative matters. Those with Masters Degrees will need ten (10) years experience, three (3) of which must be relevant to Parliamentary Management/Administration or Law. Those with Ph.D. will need seven (7) years experience with two (2) related to Parliamentary service.

Must not be below the rank of Deputy Director.

Registration, Exemptions/Waivers:-

Those that qualify for direct registration shall be admitted into the Institute upon completion of membership forms, payment of registration and induction fees. All categories of membership shall attend an Annual Conference of PMIN and pay their Annual subscription fees to retain their membership.

There shall be three (3) stages of the Professional Examinations of the PMIN, namely:-
(i) Foundation stage;
(ii) Professional stage I; and
(iii) Professional stage II.

Admission to the foundation stage shall be a minimum of first degree or equivalent from a recognized institution and at least three years cognate experience.

Exemptions from Examinations:-

Candidates with relevant qualifications and experiences may be exempted from a particular course within a stage or totally from all courses in a particular stage. However, no candidate shall be granted exemption in Professional stage II examinations.

Specifically, the following shall apply with respect to exemption from examinations:

(i) Candidates with Masters Degree in general management or Administration, or Local Government Studies and at least with three (3) years cognate experience in Legislative affairs shall be exempted from all foundation courses.
(ii) Candidates with the NILS-UNIBEN Masters Degree in any aspect of Legislative Studies or Parliamentary Administration with at least five years cognate experience shall be exempted from both Foundation and Professional 1 Examinations. They will only be required to write a final professional II examination to qualify for membership.
(iii) Upon successful passing of Professional II Examination, candidates shall be inducted as an Associate Member (AMPMIN) and shall be entitled to upgrade to full membership upon satisfactory performances after two years of induction, attending Annual Conferences of the Institute and payment of Annual Subscriptions.
